Back to Top OQ Certifications Following successful completion of API/NCCER OQ testing, the inspector is now OQ qualified to perform inspection tasks.  The inspector will receive, upon successful completion, an official transcript, wallet card and letter from NCCER. Operator Qualification & Certification Center, L.P, (OQCC) is a subsidiary of Total Inspection Services, LLC.  The addition of OQCC is an asset to the Pipeline Industry.
